Why the restriction for brazilian residents to participate?

Hi, I'm a brazilian citizen and was planning to participate on the TensorFlow hackaton but I read on the rules that Brazil is one of the countries that are restricted. I was wondering why this is the case, as the US and Brazilian government have great relationship.

    I was surprise with this too. Recently they hosted an awesome TF2 event here in Sao Paulo. Probably this has something to do with politics. Sad
